Yesterday, the City Council's Planning & Highways Committee  met to discuss the application by the owners of Brincliffe Tower in Chelsea Park to develop the house and gardens.
 
After a representation from the architect in support and two presentations from those opposed, the Committee took the advice of their officers and rejected the application. The vote was almost unanimous with only one councillor voting to accept the application.
 
It now leaves the door open for the owners of Brincliffe Tower either to come back later with a new application which addresses the officer objections or to appeal. An appeal, however, would take some time to go through with no expectation of success. More likely is the possibility that new plans will be drawn up and represented as a fresh application although even this would be problematic unless it was significantly different.
